PUBLIC INTERVENTIONS FOR LANDSCAPE RENEWAL: AN ECONOMIC AND POLITICAL ANALYSIS BASED ON A FUZZY SCENARIO-BUILDING APPROACH

Abstract

The present paper aims at identifying the most efficient policy interventions for landscape renewal, by assessing, at the same time, the perception-gap between the technical perspective of experts and the stakeholders’ expectations. The case-study is represented by the disastrous context of Salento’s rural landscape, heavily degenerated due to the Xylella fastidiosa epidemic. The paper provides the knowledge base to support policy makers in selecting the most sustainable interventions in both economic and political terms. The adoption of fuzzy inference allowed the design of plausible future scenarios by means of policy and political simulations. The policy simulation brought to the identification of the optimal interventions, whereas the political one classified such interventions based on their expected political consensus so as to design legitimated policies.
